Hello. I am smithblack_0, applying for mod on tekkit. I think I would be able to serve the server as a good mod because I enjoy helping people, care about the server, am a fast study, and finally am trustworthy.
I like to help people. I can be found in chat, giving advice when I do not have to, and even giving out stuff every now and then to someone. I will go and help people with such things as power grids, and BC setups, in addition to repairing minor grief if I find it. Although a /modreq might be different from fixing the way a transformer is setup, the same helping spirit that gets me to help those in needs as a Diplo will carry over to mod and help me do my job well and fully.
I care about the server and how it runs. although I have made my share of mistakes in the past, with regards to server performance, I have never knowledgeably gone ahead and done something that would negatively impact the server. In the most recent incident, with the wind mills, as soon as I learned that they were causing problems, I was more than happy to help take them down, despite the loss in power. Although it might of hurt, I was willing to lose them without a fight to keep the server stable. and, additionally, I learn from my mistakes. Just a few days later, I was able to catch something that could of caused problems by doing a /modreq asking for a stability review. How will this make me a good mod? Well, since I actually care about the server, I will not build things that will damage the server, but instead devices that would benefit the server as a whole.
I admit that I do not know anything really about the command interface that is used by the mods. However, I am a quick study, and willing to learn. Give me a book with the commands, a few days, and someone to ask questions and I can probably figure it out. As stated earlier, I ask if I don't know if something would harm the server, so I would not cause crashes. Because I am a quick study, I could get moderating rapidly and help the server soon.
Finally, and perhaps most importantly, I am trustworthy. Although you will have to make your own judgment call on this, I think I have shown myself to be trustworthy over the months I have been here. I have let a stack of Hv solar de-spawn just because I was told not to use the excess, and if you tell me not to reveal something, or show something, I will listen (though I need to be told.) I do sometimes talk a bit too much about bugs, and thus potentially hurt the server, but I try to think before I talk and if told not to do or reveal something I listen.
I should, however, add that I do have a few limiting factors. Due to college going on right now, I am not sure how regularly I can get on. And I usually am only reliably able to be on around 8:00-12:00 Pacific time. But despite these limitations, I believe I could still serve the server as a good mod.
To conclude, because I like to help people, I care about the server, am a quick study, and am trustworthy I believe I could serve the server and you as a muttsworld tekkit mod.

I can do IRC some of the time, but probably not every day like it asked.
Glad to see mostly positive feedback.
I have tried to be more active forum-wise, but the tekkit forum, which is really all I play, is not very active either. As for team-speak, I basically know nothing about it besides it allows for voice communication, but I can look into it. Anyone have any advice where to start?
That's a good start
